I just fixed it:

FCO's installer has a bug that, even if you disable it, installs the FCO patch for Russel, so you might need to uncheck that plugin if you don't use Russel.

So i installed the russel mod and it works now.

This bug happens ANY time a mod loads with a missing master file. FCO is a common culprit, but any other mod, such as TTW with its complicated modding, can easily cause players to miss a master and get this bug.

Also, for future reference, the most common culprit is Nevada Skies, since it automatically enables its TTW version.
