There's sort of a meme in the Fallout community: First person when fighting, third person when exploring.
I'd just do that.
As you can see in this image, even the gun goes past the crosshair. Do you think you can help me with that?

The best advice anyone can give was already said: do not shoot in third person. Use that camera to explore or for CQC. If you want to shoot, go ti first person. There is even some mod that adapts the camera depending on whether you hold the aim button with a ranged weapon.
The gun is also vanilla (Varmint Rifle).
I fear you are experiencing one of the many vanilla glitches, sorry. If it is really an animation one, it cannot be fixed.
You can try to download a weapon overhaul mod, like Weapon Mods Expanded (WMX). It uses new meshes for the weapons. Find one weapon mod for your gun and maybe attaching it will make the problem go away.
Otherwise, it is yet again the same answer: shoot in 1st person.
Its not a bug, its working as intended.
