Honest hearts doesn't really matter when it's played though as it's story isn't a continuation of the story started in dead Money (and finished in lonesome road) , but just a small reference to it. Because it's the easiest, I usually hammer out honest hearts first.
How is owb chronologically first? Not only did it come out second last, but the ending even has a slide saying the courier has one road left to walk, lonesome road.
Also, you hear about big mt from Christine in dead Money, where the courier has only dialogue asking about what it is, not recognizing it.
It's also the first dlc to bring in the colour coded Ulysses American flag spray paint warnings, which is continued in lonesome road. And Ulysses is just hinted at in dead Money and honest hearts, while owb you find physical evidence of him. From a story stand point it makes more sense that the two dlcs that just hint at the antagonist are done before the two that reveal much more information about him.
