If you mean a constant microstutter, then Stutter Remover handles it. You need to adjust its settings though to make it work reliably: https://wiki.step-project.com/User:EssArrBee/FalloutNewVegas#New_Vegas_Stutter_Remover

If you mean the game feels like as if it had very low framerate in general, then your fps is over 60 and it is causing the physics engine to act out. Limit your framerate to 59. You can use the Stutter Remover, or the traditional MSI Afternburner, or adding the FONV specific ENBoost to your game from the enbdev site, then enabling unsafe memory hacks in its config file.
Wish I knew why it was happening now and not ages ago on my old rig.

Also, if you have some software that tries to hook into games, disable them. Same goes for antivirus, whitelist the entire game folder.
