I cant start a new game
I tried adding TTW (Tale of Two Wastelands) but it went wrong, now I can't start a new game, and my companions are all bugged, and I've reinstalled both fallouts...what do I do...?

Reinstalling the game won't get rid of the mod. You need to manually delete the leftover files first.

Then the usual check: do the strange events carry onto a freshly created, new character? If not, then the savegame is borked. If yes, then try a new install location for a reinstall. Or a different mod manager.

The issue is that it is obvious something is wrong at your end, but when mods get involved, finding out that something is a blind guesswork. If you know what mods you had in what install order and what happened in your play through, then maybe it can be backtraced, but chat supporting it is borderline impossible, it will be just guessing.

So loading a past save may fix it?

Yes. Bethesda, when they originally designed the scripting engine, went the dumbest routes possible. They save a ridiculous amounts of information into a save file, but when you load it and the engine tries to interpret all that info compared to the world it loads it into, things can get… interesting. This is one of the reasons auto and quick saves are so unreliable, they are coded even shoddier (otherwise a "quick" save in Morrowind would have taken half a minute back in '02).

Let's get back to the basics then.

Does the new game crash after the intro or do you manage to see the white light of your character spawning?

If you load an older save, each of them produce the same effects? If you download a random save (there are "clean" saves on the Nexus), you experience the same issues?

I cant even get in to a new game, I click new game and yes, and it just stays on the main menu

Stays on the main menu? I never heard about a glitch like that.

Do you have another drive you can install the game on? Freshly, preferably? This is still sounding like file corruption to me.

No I do not have another hardrive...

All the DLC files say I can start them in fallout new vegas and fallout 3, no matter how many times I delete them and restore my files I can't fix that...what do I do? I think that is causing the problem...

I fixed it by uninstalling everything, setting the DLCS to only open for their respective game, and then verifying the game cache
