I can't activate the CD Key for Fallout NV Ultimate edition

Okay so long story short, I got my friend the cd key, note that I made sure it was a global one, but for some reason, my friend who lives in Russia couldn't activate the key, it was said that "The product was not available in their region", now I know that there is a special version available only for RU regions, but my friend wanted the global one as there are some issues with that RU version.
Now is there a way for my friend who lives in Russia to get the global version of the game? Can they safely activate it if they travel to a country outside Russia? (And not use any shady stuff like VPN's and whatnot) will my friend get any trouble for doing so?

If you bought the game on a legit site im pretty sure it says that the game wont activate in Russia.

Its like $3 on sale right now, also pretty sure linking 3rd party sites that sell steam keys is against the rules, so don't. But when you try to buy a steam key outside of steam, you always run SOME risk of it going bad, thus buy from steam during sale, maybe the key you got was for the gog version...

The key was a steam one for sure, and in the site it was said that it's a global key, and is able to be redeemed in Russia, but for some reason it couldnt be activated in Russia? Also if I could I would've gifted them the game through Steam, I just didnt have enough money and I got the key for half the price in that site

It's not. They don't mind the competition. They do filter out sites that deal in illegitimately gotten keys.

Frequency of use doesn't raise legitimacy. It just means you got lucky many times. And now you did not.

So I guess you can activate global NV keys in Russia, I just got a bad key?
Well there goes my Christmas gift I guess... i tried contacting Bethesda because I heard they could provide help, if that doesnt work then I'll try to contact the seller, if I don't get a refund then... rip

Yes, anyone can activate both ROW and RU keys for New Vegas, the game does not have any kind of region lock whatsoever.
The key was not for this game. it is rather common when you buy them from the grey market; they are this suspiciously cheap for a reason.
