FNV wont launch anymore (dont delete this mods! read first!)
Before I say anything here is some basic info.
I have not added any mods recently, game worked fine for the most part, besides the frequent long term freezes. Launched perfectly fine, again, this is so sudden, i have not added any mods since it last worked fine and till now.
pc is a HQ compaq dc7900 convertible minitower
I have 4gb ram
Intel core 2 quad cpu q9550 2.83ghz
My graphics processor/card is a AMD Radeon HD 5450, approx tot mem is 2294mb, display mem around half a gig (512mb)
and i can go up to dx12 (fnv is not dx12, i know)

^ this might not help solve anything just letting you know some specs
DLC: Caravan Pack, Classic Pack, Mercenary Pack, Tribal Pack, Honest Hearts, Lonesome road, and Old world Blues
MODS: faster death reload time, Leather backpack, motion sickness reduction, Project Nevada (including cyberware, equipment, rebalance) and Unlimited Companions.

And keep in mind ANYTHING relating to administrator controls, UAC, and running as admin will not work, im not the admin of this pc.

AGAIN KEEP IN MIND NONE OF THE ABOVE HAS PROHIBITTED ME PLAYING THIS GAME PREVIOUSLY, BESIDES MY SPECS, WHICH ONLY LOWERS THE QUALITY.

Starting today, I launch NV as usual and the launcher works fine, I launch the game from the launcher, and in my library it goes from

>Fallout: New Vegas
>Fallout: New Vegas - Running
>Fallout: New Vegas - Syncing
>Fallout: New Vegas

It will not launch the game. I tried going into my game files to launch straight into the game with the exe and no launcher, this also didnt work. I have tried verifing the game files multiple times and that did not work, including deleting falloutnv.exe, launching, then verifing.
Please help, NV is my favorite game and i dont want it to break.

Probably a Windows update.
Or a Steam glitch.
Essentially, the game EXE cannot start for you. This is always an external issue, meaning something in your system is preventing it.

My windows has not updated in a while. And i have no idea what steam could be doing to cause this, im not in a beta for steam, so is there anything i can do. This is so random and i have no idea what could cause this.

It can be anything. GPU drivers. The lack of them. Nvidia Experience existing. Razer Synapse being installed. Overwolf being installed. having a multi-display manager. having an overzealous antivirus. Do not think in terms of Windows and Steam only, launching an application on Windows is a much more complex event than that.

Well i do not have nvidia experience if you look back on my original post you see it is AMD. I have the AMD Catalyst control center, im not sure if it a driver though. But drivers have never caused any problems, plus i cant install drivers, im not the administrator. I do not have razer synapse or any keyboard/mouse program. no overwolf or multi display manager. I will check if my anti virus has recently black listed it.

The AMD Equivalent was called Gaming Evolved, now it has some other name. Essentially, at the end of the driver installation, it asks to install some other junk, that causes the same issue as Nvidia Experience.

Nah, i dont have that software installed. Ill try looking into my current driver see if its overclocked, but last i overclocked it worked fine and it was about 3 months later that this suddenly stops working.

No, nothing off on my current driver, I may just have to reinstall, but i do not want to lose my current game/character.

If yes, then apparently, in the end, it was a user-added file, so most likely a mod.

Well, of course the game works now that its vanilla. But I do not think it was a mod because the game worked with everything i had and then it just suddenly stopped working. I will be more careful when installing mods to make sure im doing it absolutely correct.

Are you using JIP by any chance? Thing's broken recently, a few people have reported issues with the game starting with it activated.

You should tell your administrator that the Compaq brand was discontinued in 2013 and to hook you up with a newer system.

Realistically, pull all the mods. All of them. Verfify Integrity. Is the game still broken after these steps?

There was another guy recently who had almost the same problem. I think some software update is messing with access parameters. Which puts you up a certain creek, because you said you aren't the administrator.
