Around Primm, you can use the prison (if they are not hostile/dead), the Sheriff's shack, and further south you can use the campsite on the high rock ledge before the Mojave Outpost—mind the scorpions though.
In general, there are small and mostly abandoned shacks and caves peppered all over the place where there aren't any larger settlements. They always have a bed you can use. Same goes for if you find an abandoned trailer, almost all of them have a bedroll in them.
PS: Am I free to just dump my spare stuff around a campsite without it despawning given enough time?
