Report a translation problem
The workaround is to make a save standing right at the area transition door, close the game, then restart and load the save file. After the roulette wheel starts to stutter, indicating the game world is loading in, start pressing the Use key repeatedly, so once you do load in, you immediately go through the door.
It always works. And has to be repeated at each transition.
You can try to install the New Vegas specific ENBoost as well and enable the unsafe memory hacks in its config file. This will separate game and graphics data in your memory space, leaving you with more stuff to fill in there, but as its name suggest, it can be unstable.
