Oh yes, stuck night-time brightness enhancement then. Find the helmet that did it, put it on, then off again. Usually works.

Could be the cateye drug as well, in which case the solution is the same, take one again and wait for the effects to wear off.

It's an old issue and afaik caused by the ♥♥♥♥♥♥ renderer. Easiest solution is installing a lightning overhaul like Realistic Wasteland lightning or (rather not) nevada skies or something else, I'm not up to date with current state of lightning mods

mods are very complicated to download tho,any alternatives (also my computer cant run them very well)

Realistic Wasteland Lighting is a very small and lightweight mod.

You can also guess what effect you are suffering from and look up its associated item in FNVEdit to check which "spell" it adds.
Or, well, you can simply try the nuking method. Remove all your currently equipped items and use this command:
player.dispelallspells

This will remove ALL effects though.

ok, so i tried taking cateye while this weird glitch was active, and the cateye stopped but the effect remained. what does that mean???

Actually i can see nothing wrong in this picture. If it´s only freeside and nearby I´d say it´s the usual overlay tint. The same like camp searchlight which has it´s greenish tint. Every area is a bit different to add atmosphere.
