Is mr sand man perk and exploerer pek worht it?
I thinking of regret I just wanted to murder an ncr ranger for his squioa but didnt want to kill hanlon but i lost my save

Explorer perk is possibly one of the dumbest perks around. The map isn't that big so you'll probably find 95% of the location on your own.
As for the Mr. Sandman perk, I've only used it to kill someone 3 times. You pretty much never find anyone sleeping in NV.

Plenty of npcs sleep but they seem to be somehow more aware while asleep than when awake. Trying to sneak in a room full of sleeping npcs almost never works. Mr. Sandman is not worth a perk at all. Due to quirks of the game, explosives make for better "stealth" kills than Mr. Sandman.

I'd say Mr Sandman is utterly useless, because if your trying to stealthfully kill someone, why not just use a melee weapon or a silenced weapon? Literally a waste of a perk slot.
For explorer, I'd say get it on your first run of the game, then dont get it at all if you trying to replay it. Because it literally becomes useless after you know the map after playing the first time.

Console Command allow you to remove the perk and allocate a new one (or 50) in its place. Other than that I'mdon't think there is without mods.

You could have just done the mission and let Hanlon shoot himself in the head then take his gun from his headless corpse.

There are lots of people sleeping in NV. But this perk is useless since a sincenced weapon can pretty much crit all of them.

they are for role play purposes.

for build purposes, no they are pretty worthless. you get to level 50, thats 25 perks. there are probably 8 really good perks, and some decent perks for your build, after that its the marginally useful perks you don't really need but serve some purpose.

or role play perks.

I mean cannibal isn't really all that useful but its fun.

Seriously, Mr.Sandman has ruined my play many times. Sneaky snack to the sleeping enemy, hold your knife and they MISS !! The enemy woke up scream and then drop dead but the whole camp just woke up. So I just party hard anyway. some good silent gun or just vats them is work better for me.

Explorer. Is good for a few first playthrough because it help you a lot and give you some purpose to walking around and not complain "this game is boring" too early lol. For me, its' good but I use the mod that add some fast travel point on the map so it already filled up for me tho.

Explorer is a good one for first play through, because you will miss some stuff, no way around that.
It is marginally less useful than in FO3 though, because the map is flatter with fewer stupidly hidden entrances.
