Report a translation problem
As for the Mr. Sandman perk, I've only used it to kill someone 3 times. You pretty much never find anyone sleeping in NV.
For explorer, I'd say get it on your first run of the game, then dont get it at all if you trying to replay it. Because it literally becomes useless after you know the map after playing the first time.
for build purposes, no they are pretty worthless. you get to level 50, thats 25 perks. there are probably 8 really good perks, and some decent perks for your build, after that its the marginally useful perks you don't really need but serve some purpose.
or role play perks.
I mean cannibal isn't really all that useful but its fun.
Explorer. Is good for a few first playthrough because it help you a lot and give you some purpose to walking around and not complain "this game is boring" too early lol. For me, its' good but I use the mod that add some fast travel point on the map so it already filled up for me tho.
It is marginally less useful than in FO3 though, because the map is flatter with fewer stupidly hidden entrances.
