Wild Card: Change In Managament and For The Republic, Part 2 bug?
Ok so I was doing the Wild Card quests because i thought they were main quests. But when i got change in managament Dont Tread On The Bear got added so I was like "yea nah mate ♥♥♥♥ that i want to side with the ncr" so i went and killed yes man in an attempt to get that quest removed. well, now ive got the For The Republic Part 2 which requires me to find a way to keep Mr.House from affecting the second battle for hoover dam, but these two quest overlap and make it so that if i kill Mr. House, i get marked as a terrorist with the NCR and get gunned down when im trying to protect Kimball. So I loaded a save and went back to Mr. House to see if there was a way to peacefully make it so that he doesnt ♥♥♥♥ with things. Of course, i was in the middle of The House Always Win, II so I couldnt even talk to him. SO I went and completed that quest and went back to see if I the option was there but it wasnt. Now hes all gun ho about killing the brotherhood and ive already allied the ncr and the brotherhood so im not sure if i should do that. im gonna come back to this after i destroyed the brotherhood and see if that fixes this, but before/while i do that i wanted to see if anyone has had this problem before and if they have a hot fix or if anyone has any theories on what might work fix this ♥♥♥♥♥♥♥♥.

When you are playing more than one side in the lategame, it is easy to get into scripting deadlocks, since the game lacked almost a year of play testing to find and fix these scenarios (thanks, Bethesda!).
Short answer is no, if you manage to quest yourself into a corner like this, you can either use the GECK to find out the console commands you need to modify your save data with, or just roll with it.
You can always finish the Yes Man questline no matter what (unless you do a really specific glitch), so worst case scenario is having an independent Vegas ending.

This is a bit of a necro but I think I may be in the "really specific" glitch territory. I have progressed all the way to the part of For the Republic, part 2 where Moore tells me to go see General Oliver. My player controls stop working and the HUD disappear so I have to do an "EnablePlayerControls" in the console. However, the quest doesn't update, there is no marker for going to see Oliver, and if I go to the Olivers Compound door, it is locked. For the Republic Part 2 is still in my quests with all the objectives done but I cant do anything with it. I should note, the Omerta's are taken care of (Cachino is in carge and the bosses are dead. I already talked to Moore about it) and the Khans are set to ride off into the sunset when the Legion attacks. So while my situation is similar to other issues I have seen discussed, its not quite the same. Nothing more to do with the Khans or the Omertas.

But I thought I must have done something to prevent me from going the NCR route so I figured I would continue on the Yes Man route. I got it to pretty much the same point. I have to install an override chip (Not the one the sends power to the Lucky 38. I'm past that part.) to either blow up the generators or to send power to the Securitrons, which is after Wild Card: Finishing Touches. Again, I talk to Yes Man at Lucky 38, go thru the the dialog with him, he says "See you at the dam" and I am left without hud or player control. I have to enable it. Wild Card: Finishing Touches is still a quest in my list but all the parts are completed. I had long before decided to work against the Legion so I dont have any of those quests to do.

Just wondering if what I am seeing is what you meant by the "really specific glitch" and if you you how to handle it? Thanks!

Your issue is a stuck teleport script. Even if you noclip to Oliver's office, there is nothing there, the teleport script places the actors there, starts Eureka! (the actual final mission), and the cut-scene dialogue.
The only solution there is to reload before finishing For the Republic with Moore and pray that the script manages to run.

At this point, by the way, you are hard-locked into the NCR route, you cannot really go to Yes Man. It is not a glitch though, but your script issue is.

(The glitch I was referring to lets you kill Yes Man for real, making it vanish from the game world entirely, thus really locking you out of an ending.)

Thanks for your response. I just noticed you posted it. It looks like the stuck teleport was being caused by a mod possibly. I ended up taking my game back to vanilla and then redo things using the "Fear & Loathing" mod method. I had basically given up on completing the game I had already started but I decided to fire up one of my save games just to see and it actually worked. Instead of losing player control, it actually gave me a list of choices, either "Im not ready yet" or "Lets go see the general". So, things look good. Thanks again!
