Seriously though, the only thing I can think of that prevents you from jumping is too much stuff in inventory. Over limit = slow and with no jumping. But since you said it's at the start of a new game I can't see you having too much to carry. Then there's the thing in the game where if your character is standing up against something, a rock, or a couch, etc., like if your leg is touching something or you're too close, it for some reason won't let you jump. That's about all I got on jumping.
Are you on pc? If so, click your Capslock key. That should put you into run mode.

I've never used mods so I'm interested to see where this goes, as I may be open to installing some in the future.
This is a 2 year old post, so not sure why you resurrected it. But if you look at the guys profile he's played new Vegas since (actually as recent as today) and has a positive review for it
also i decided to give it another try last year, the movement is working fine now
