if your resolution is off the game might not show the insert bar ( it would be there but offscreen )
however you should be able to click on things to get their id and the game should be frozen during active use
( so that's easy enough to check if it's active but not shown )

as for infrared tranceiver
they aren't a default
you might not have one
what is listed under there ?
( search funtion, type in "infrared" that should give you an option, see if that has any hardware listed under it )(?)
( i for one have no onboard infrared hardware )
The resolution is fine. It will not even activate or pause the game. It works with my fallout 4.
I searched "infrared" and clicked on the hardware tab under devices there is not anything there. So I do not have one then.

you wouldn't be the first to have it linked without being aware :)
Apparently the consensus is that 99.99% of the time the problem with the tilde key is due to that infrared thing. I found one of the vids you mentioned, the one that shows how to perma disable it. The author of that vid also said this.....
"You could have another Iinfra-red. Many Hauppauge TV cards have a plug for IR sensor. Even if you don't have the sensor plugged in it is still active. Same goes for some mainboards, laptops and so on, they can have an IR connection."
Could that be your problem?... that one of your other such 'cards' in there has an unseen infrared plugin? If so you'd have to find it, and disable it.
