Use the SMG if fighting swarms of soft targets like Cazadores and the Rifle for things like Legionaires/NCR soldiers.
Find Contreras in Camp McCarran. He sells barrels of 12.7 ammunition so that you could comfortably use both.
And if you can, convert them to JHP rounds. On the SV Rifle the damage bonus will far outweigh the multiplier on anything short of power armor. The SMG will still get bonus damage up to Reinforced Leather.
The survivalist AR-15 is closer to a precision weapon in this regard with its fire rate.
To be honest though, I'd use Lil' Devil or the base pistol with a silencer with those rounds.
But that survivalist rifle.... all I can say is 'wow'. Not for me, actually, I'm not really an assault rifle guy either, but in a recent playthrough I gave it to Boone, along with some mark II combat armor, and he was literally unstoppable. Enemies were breaking apart all over the place. That rifle quite simply rocks.
No wonder "the survivalist" was so dangerous.
12.7 SMG, fully modded... YESSSSSSS, in the words of Samuel L. Jackson - "When you absolutely have to clear the room of every last m**********r in it...!"
For that special Wasteland feeling, put a bullet through the eye of an NPC at a mile, Gobi Desert Campaign Rifle with HP ammo... pick up the sniper perk and build up your guns level... they'll never see you coming.
