QUICKSAVE AT THE DOOR WHEN YOU ENTER THE DINING ROOM BEFORE DOING WHAT I DID
The autosave when you enter the dining room should start his speech, and if you're having this issue, he should begin to walk away while talking. I simply went back into the basement door behind the bar, waited one hour, and went back through the door into the dining room. When I entered he wasn't saying anything and I confronted him and it worked.
Here's where the quicksave comes in handy:
If this doesn't work, do everything I stated above but don't wait 1 hour in the basement, just go in the door, turn back around, and go through the door again. Then approach him for dialogue provided he isn't speaking.
