Hostilities with Ceaser's Legion are permanent when 'Beware The Wrath of Caesar' is failed, regardless of your Reputation. The only way to interact with them at that point is to wear a Disguise.
Well I guess I just ran around pickpocketing NCR dogtags for no reason then.
Is the Legion seriously hostile forever?
(I mean obviously I can wear their armor and they'll talk to me as normal and know it's me but besides that)

Well I guess I'll just keep a set of Legion armor on me at all times then. Y'know, in case I'm traveling and don't want to fight Legion soldiers that I encounter.

Likewise with the ncr if you side with legion and get to a point in the story ncr will deem you a terrorist and attack regardless of reputation.
There isn't exactly a lot of Non-Main Quest Legion content anyway, and the soldiers occupy the south-eastern corner of the mojave exclusively.
