Hostilities with Ceaser's Legion are permanent when 'Beware The Wrath of Caesar' is failed, regardless of your Reputation. The only way to interact with them at that point is to wear a Disguise.

Edit: I guess that explains why I got my reputation back up to Accepted but still got attacked?

Is the Legion seriously hostile forever?

(I mean obviously I can wear their armor and they'll talk to me as normal and know it's me but besides that)

Edit 2: Cheated in 10,000 NCR Dogtags, turned them all in, got back to Liked, aaaaaand still attacked.

Well I guess I'll just keep a set of Legion armor on me at all times then. Y'know, in case I'm traveling and don't want to fight Legion soldiers that I encounter.

Well my character reached Wild Child via a test and they still attacked me, so....

Once you get a certain point in the story then legion will always be hostile regardless of reputation as you're seen as an infidel.

Likewise with the ncr if you side with legion and get to a point in the story ncr will deem you a terrorist and attack regardless of reputation.

Installing Yes Man, which is the way most people Fail BTWC, is the ultimate betrayal of Ceaser considering your first real assignment from him is to Kill House; so the reaction is to be expected.

There isn't exactly a lot of Non-Main Quest Legion content anyway, and the soldiers occupy the south-eastern corner of the mojave exclusively.

Hostility is not a function of your reputation. It is a switch, and once it is flipped in the internal variables, it is stuck there forever. In other words, if you made a faction hostile, you cannot reverse that. Only the two pardons can do it when you start Act 3, but that is a one-time thing as well.
