Map Markers have completely stopped working
None of the indicators on the compass are working and when I go to a new location, the map marker doesn't update. In other words, I don't get experience for it and I can't fast travel there. It just stays blank on the world map.

Any idea?

Never saw anything like that. The compass can be disabled, so are the compass indicators separately, but the map markers not working seems to indicate a script-level bug.
Do you run any mods? Does this issue persist if you start a new character?

I am not sure, I will start a new character to check. Yes, I am running mods. Here is the list:

Just went to a previous save (right at the beginning) and some areas are functioning normally but some are not, like Helios One and most NCR camps. I also don't receive ANY markers on my compass about close by areas.

But is it happening on a new character? If it does, it is a universal issue and most likely needs a total game wipe manually and redoing everything. If it does not happen if you start a fresh character, then it is a stuck mod script that was saved and it only should need stripping your mods one by one until you find the culprit (most likely more perks).

So I started a new character and the markers are working, as in when I get to a new area and they become "marked" but my compass is still not showing me places. Where is the option to disable or enable the compass?

Hm, only the compass is missing? Compass markers can be turned off, it is some hidden option in the INI. But the compass itself is usually removed only through mods, mainly aHUD/iHUD/oHUD do it.

That's the weird thing. The compass is still there and works with the player made marker and quest marker. And hell, if I get RIGHT ON TOP of the area where it triggers the marker found "script" (I guess?), then I can see the little triangle. I take ONE step away though and it disappears.

This sounds almost like an overlay rendering problem. Try to reinstall your .NET framework, it is responsible for UI rendering in this game.

Okay, I downloaded it, said I already had it and it was fine. I'm at my wits end. I finally fooled around and got it stable but now this happens.

Well, the hopeful next step is disabling mods one by one and checking.
The less hopeful one is a total wipe and reinstall. I highly suggest using ModOrganizer 1 and doing a Steam backup of a pristine fresh install, so you can do the wipes and restores a lot faster (as in, down to a 20-minute process instead of a 2-hour one).
