Can I run it?
I have an hp laptop with windows 8.1 64 bit so my question is may i run new vegas ultimate edition without a graphics card?

You can't run a game without a graphics card period.

what sort do you recomend?
Unless your ripped you laptop apart it should of came with a standereize model card in it. A computer uses the GC for a hell of a lot more than just games so you should have your laptops base card. just look up the model number of your laptop on Google to find the specks and compare them to the min reqarments to play the game.

You haven't posted what kind of system you're running, so there's no way anyone can tell what you have, or even if your laptop has integrated graphics on the cpu.

and obligatory recommendation to build a budget desktop pc, as a budget pc will match or outperform a 2000$ gaming laptop in most cases, as laptop components tend to perform half as good or less than a desktop. think it over.

Eh true. Thou I got my Laptop at a pawn shop for 180$ and there hasn't been a steam game besides FO4 and no mans sky that I cant run on it 100% fine. Thou I dont think there's a PC in the multiveres that could run no mans sky worth a damn.

This game runs fine on integrated Intel HD 3000 graphics. Its engine is almost 15 years old, for gods' sake. If your laptop was not a very budget one with a super low-power CPU and it is less then 4-5 years old, it should run the game in an acceptable manner.

also my processor is an amd radeon hd 8330 not sure if that helps.

That is the video chip, not the CPU. This game is CPU-limited. Although if the laptop has an AMD E-series CPU, then you really can forget running this game. (Plus Fallout 3, Oblivion, or the Final Fantasy XIII trilogy.)

everything checks out except the cpu. the game requires 2.0ghz while i have 1.5 ghz can i still run it even onthe lowest settings if possible?(im a console peasant so i have no idea what im doing)

What is the CPU exactly? Clock speeds don't mean much for a decade now. I have a PC with a 1.4 GHz CPU that is significantly stronger than many 4.0 GHz ones.

Control Panel → System and Security → System or right-click on My Computer → properties. The CPU will be listed there.

Also arent there mods for optimization specifically for low end hardware suchas a crummy laptop?
