How to convince papa khan to break alliance with legion?

I found evidence that the karl is planning to kill the great khans but.... I don't know what to do with it.

Well...in those situations...I manually save the game. If you feel you made a mistake, play from that save again. Also, you will need to select that quest using your Pip-boy...and follow the place markers on the compass.

I didn't work for me when I showed him the journal but I just convinced the advisors and it worked fine.

You should have met with Regis who told you that only winning over all of Papa's advisors will sway him, nothing more. You need to convince all of them in one form or another.

The quickest way to break the alliance with Ceasr is to start killing his soldiers. Then if you grab one of their armor, you can head over to Cottonwood Cove and disguise yourself as a legion...and kill Caesar.

talk wtih papy khan > exit the house > regis will talk to you > convince all of his advisor > talk to papy khan again > done

Find Karl's journal and confront him when he and Papa Khan are sitting at the table

You need very high speech though, like 75 or higher.
Then talk to Papa khan and he will ask you for what to do if not supporting the Legion.

You talk to Papa Khan's advisors and then present the journal to Papa Khan.

Can't conivne pap khan to do break the alliance because no matter what I say to him he refuses to break the alliance. I have been told that regis should meet me when I leave the building... But he didn't.
