Report a translation problem
The other explanation is that you are not running it as an admin or the folder it tries to download to has different NTFS security settings than the one you opened it from. Although that should not happen on any PC.
If you're new to Vortex, I'd advise to take the time to go through the provided tutorials. There's differences in Vortex when compared to the old NMM. I found there was a moderate learning curve involved in using Vortex, but I find it much better than NMM. Never used Mod Manager, but some players really like it.
