One Tweak mod not giving the "Fake Fullscreen" effect.
I felt like playing New Vegas again and I decided to go as vanilla as possible with only quality of life mods installed and I currently have 4gb patcher, nsve, nvac and one tweak. However one tweak doesn't give me the fake fullscreen effect and it's stuck at either 1280x720 or 800x450 while my native monitor is 1366x786. please help

Sounds like a laptop. Make sure Windows is using the dedicated graphics instead of the iGPU.
Or the simple approach: are you sure your graphics settings for the game are correct? I think OneTweak needs it to be set to fullscreen, unlike the other borderless implementations (or the other way around?).

Last time I checked it needed to be in windowned mode

Just add it normally. OneTweak is not exactly a mod per se but more like a plug-in.
