-you can carry a max of 10 strength but you don't need to invest S.P.E.C.I.A.L. stats into them because theres a ♥♥♥♥ ton of ways to inc. your strength in-game either permanently or temporarily (foods, alcohol, ant nectar). I'd recommend invest instead on intelligence and everything but strength because you get more skill pts and it's not easy to inc. all other stats (especially endurance and luck b/c luck there's only 2 ways to inc. it and 1 is temp while the other is a permanent implant; and endurance helps be able to get more implants).
[ ] ant nectar tbh is a very useful, cheap, and plentiful food source to have to inc. your strength easily by 4 pts
A max stat of 10 strength (either permanent or temporary) gives you a max of 310 carry weight and i think the minimum is 170 at lvl 1 strength.
-alcohols inc. your strength by +2
-BoS T45 and T5 armor gives you either a +2 or +1 stength
-buffout inc. your strength by +2
-brahmin and bighorn steaks inc. your strength by 2. Best if you cook them by a campfire before you leave though to avoid getting debuffs/add more buffs
-as others have mentioned certain perk skills inc. carrying capacity such as strong back and hoarder (i think it's that one perk skill that 1/2's your carry weight if you got items that weight base 2 or less).
-solar powered gives you 2 strength so long as you play during the sunlight (which is when you play most missions anyhow aside from maybe just 2 side missions that require you to stake out the night).
-you could use intense training to give you more strength, but best left for other perk skills instead (unless you are ded set on having max 10 strength).
-at the new vegas medical clinic, for 4k caps you can get any S.P.E.C.I.A.L. implant except i think intelligence if you're already max'd out, giving you a +1 permanent boost
-companions can give you a ton of extra carry weight too (200 give or take each companion). You can have a max of 2 companions (1 human and 1 non-human). So for example: boone, vernoica, arcade ganon, raul, and lily, and either rex or ED-E for an extra 400 carrying capacity between them, max around 600-700 depending on your strength lvls
-not recommended but plausable. Get a pushable Sunset Saraparilla crate with the grab function (default b or f keyboard key but you may wanna check your control settings). It's a good way to cheese the carry weight because while it's not on you, you can carry it in the box. Best part is if it despawns it teleports back to the original spot. it goes just as fast as you run and if you have it directly in front of your face you can basically run and not worry about dropping it. The only downside is you'll have to carry it around everywhere you go but even if you lose it it'll respawn to the orignal spot. Also you cannot carry it inside buildings or outside buildings so keep that in mind.
-you can also store them in any container that doesn't reload (mailboxes, dead npcs that despawn, and things like the small container of microfusion cells in the enterance of the BoS bunker near the head security palladin's room). They'll be there when you get back.
-theres a perk that lets you fast travel even if you're carrying over your weight limit (i forgot the name though). It doesn't inc. carry weight but makes it not matter once you step outdoors and if you have a home base you can get in to deposit your stash or junk in.
-get the jury rigging perk skill (at lvl 90 repair). It makes it easier to repair everything with anything. Repairing keeps items in top condition for more damage/protection (if clothing or armor) and reduces your carry weight significantly. If you plan on selling don't worry, fully repaired/conditioned items sell >>>>>>> weathered or broken items.
[ ] same with crafting stuff gives you better items/consumables and reduces weight. All you need is a workbench, campfire, and if you're in hardcore mode a reload bench to reduce the weight of casings and such. If you have Veronica as a companion or the dlc you can craft stuff at an electric hotplate or craft stuff with her.
-if you're so gun ho about it too you can either use console commands to basically gain infinite carry weight, or mods that inc. your backpack space. It may disable achievements though in some cases or may not 50/50 chance it does.
Project Nevada does as well and a lot of other stuff. I think it goes as high as base 300 + 50 per level of Strength.
