If you had game mods before, Steam never uninstalls them, so putting the game back on top will cause errors.
anyway. i mean i completely uninstalled, cleared the common file, etc. unless theres another area theyre stored, it was clean.
from what i can tell this is due to broken meshes but beyond that i can't find what is causing this, even using several debug tools
You have some mod content left in that installation library. You cannot get the exclamation mark glitch in any other way. You can try to remove it manually or possibly use a mod manager to rebuild the archiveinvalidator file.
GIMP 2.exe can adjust custom textures.
Now sounds to me like you don't have an overwriting loose file in the meshes/textures armor files.
So that means it may be a ESP thats calling for a textures you don't have some ESP's add these.
You have to Use Geck to edit the ESP that is calling the issue, no other reason causes this okay.
If its not a loose mesh or texture which can be fixed using the tools above then its an ESP, simple!
First just deleted the Mesh & texture Folders, Next deactivate all mods but the Fallout NV & Dlcs.
