A simple DLL file can bypass that achievement lock.
Plus if someone has money issues in New Vegas, the only excuse can be that it is their first time playing.

Now that gun prices are fixed. In the early days it was a lot harder to make caps. Now you just go fiend hunting and sell all the energy weapons.

Oh, how horrible. Because its so difficult to save, quit, then restart and reload.
