The entire point is for you to decide for yourself.
fast shot with pistols is fun
I use pistols a lot, but no more than I use rifles and machine-guns. Putting points into Guns is about as specialized as it gets for me. I don't think the term "build" is applicable in this game.
At the start I think the most important choice you'll be making is whether or not you want your character to be focusing on critical hits or not. Going for a crit build necessitates a high starter luck and preferably starting with the Built to Destroy trait. A crit build would go hand in hand with The Professional perk.
Focusing on the Repair skill will lower cost of repairs or completely negate them; in addition to giving you access to the Hand Loader and Jury Rigging perks later on. Hand loader is excellent for any Guns build and Jury Rigging is excellent for anyone (even for just making money).
In the end it's all up to you. I'd suggest planning out your SPECIAL stats, how they'd look with the Implants you plan to get, what traits you want to pick and also what perks you want and when you want them.
One more thing to think about is the strength requirement for the weapons. Only two pistols require a higher strength than 6, these being the 12.7mm pistol and its unique variant Li'l Devil, which require 7 and 8 respectively.
If you start with 5 Strength, then you can get the implant to give yourself 6. That will cover most pistols, but if you want to use those two then you'd either need to start with a higher strength or pick the Weapon Handling perk. I would probably just avoid those two weapons instead.
If you want modded pistols, the Weapons of the New Millenia pack have plenty.
If you are afraid that you are not powerful enough in damage output, get the Signature Weapon mod too, preferably its forked version, which also has rebalance in its title (or something along that).

I like how he spends his first 5 minutes of the video saying with a video and actions your build does not matter just do drugs.
you can literally walk over anything with enough drugs. Med-X, Slasher, Battle brew give 85% damage reduction. Healing poultice gives some regen and limb healing. turbo to slow time.
should be all you'd ever need. he went a bit excessive on his drugs.
A One Handed professional is more a gear selection.
Professional works with Lucky, and critical hits, so you probably want high luck.
you probably want cowboy and hand loader. and eventually grunt.
you probably don't need high INT cuz you are probably only going for a few skills anyways.
Guns I'd Suggest:
Lucky (requires 75 lockpick otherwise really easy to get early, maybe your dog could get it for you. 55+ comprehension locksmith reader works.)
A light shining in the darkness.
Laser RCW.
Ranger Sequoia
those are out of combat high crit/damage guns.
Silenced weapons:
Silenced .45 pistol.
Silenced Weathered 10mm pistol
Sleepytime.
the 5.56 I guess gets AP ammo so its useful for dealing with Armor
MF hyper breeder alpha I feel you get too late to be more than a toy.
I suppose its good for working up set lasers for fun.
I normally would suggest starting the game selling most of the early loot except the lightweight leather armor, the weathered 10mm pistol, and the canteen.
I'd pick up a plasma pistol GRA and Laser pistol GRA with a damage mod in both. use bulk rounds with the laser pistol to deal with most trash. 9mm SMG with hand load ammo to deal with unarmored threats (cazadores, nightstalkers)
Plasma Pistol with max charge rounds to deal with armored threats (hit squads, radscorpions)
the weathered 10mm deals with things mainly after you get a silencer.
ideally you get a laser RCW pretty early from a randomized loot drop and use it for range, as it has very little spread. I generally go with optimized rounds after the initial period.
Perks.
level 2. Light touch.
Level 4. I normally go with educated or comprehension.
Level 6 ...the professional? Hand load/ gunslinger.
level 8 cowboy/grunt.
level 10 finesse
level 12 Silent running
level 16 Better criticals
level 22 laser commander.
vigilant recycler gets in there at some point. other perks get in there at some point. but I'd imagine thats your core of perks. to be a professional.
