basically just get educated and comprehension and you shouldnt have any issues with skill checks
that said this isnt fallout 2 so its pretty hard to miss out on content due to a bad build
if you want something broken you can always go with a stealth build since stealth is completely broken due to enemies not being very smart
playing the game this way is really boring tho
Oh yes I hate stealth. Ive always prefered the more hands on approach of shooting everyone.
And what do you mean by decwnt in intelligence and endurance. Like what number? What should all my stats be exactly?
Tag: Science, Lockpick and Speech. Those are the main skills that will get you past locks and dialogue skill checks. One of the great things about New Vegas is it's a very good RPG in that there are multiple ways to approach each situation and very rarely an objectively "best" way. But if minmaxing is what you like to do then those are the stats and skills I would focus on. It's completely neglecting weapons, though, so you might want to substitute Science for something like Guns or Energy Weapons.

As you can see, it solely depends on skills, SPECIAL can be anything you want. High IN and LU are recommended to get many skill points early and to ensure you have some quick cash at the casinos (plus an IN check is the easiest ways to do an OWB side quest), but that is about it. Combat in general is downplayed in the game and only serves as fluff content between quest objectives, so you can even choose to skip most of the overworld encounters and only clear out interior cells when they are in the way. You get more than enough XP for max level through quest rewards. (It is actually enough to reach level 50 almost three times, if you really do everything.)
What matters more is the way you play it, you can easily do something to be hated by a faction to lose any chance to do quests for them or kill an NPC who is crucial for a quest.
Also, if you want to get the most from Old World Blues DLC, get high intelligence, perception, science, repair and speech.
