Uninstall the game through Steam, then delete the Fallout New Vegas folder from your steamapps folder. Then, re-install through Steam.

Installing/uninstalling from fomods can also help with that. That way you can clean out the folder and still have your mods elsewhere.

Anything else that doesn't have a corresponding fomod can have one made for it putting them in their own folder and adding said folder to a fomod. Most programs that install fomods can also make them.

I've been away from my PC for almost 5 years, and would like to remove the mods without a fresh install, anybody know how?

You can't. Even if you use your mod manager to uninstall all mods, the game will still be borked. The only way to completely remove mods without redownloading the game is using ModOrganizer2 as your mods manager and rely on its fully virtualised file system. Not even Vortex does that to the same extent, despite also relying on virtual files.
