Try deactivating it and activating it again.
I just did that and it didn't fix anything

Then the FCO installation is incorrect or something is overwriting it. That mod is buggy as hell, especially around other mods.

Hello everyone. I am bumping this 5-years-old thread because, after suffering from a very similar issue for weeks, I have finally found the solution and I am going to post it here for anyone that may need it in the future.

In my case, I had updated to "Type4 Body" and "NV3R with NVR BNW REDESiGNed - TYPE 4" when the female leather armors began to randomly change textures.
Basically, what had happened is that the game could not find the path to the armor's textures inside the Textures.bsa file, as it tried to load it from within the Fallout New Vegas\Data\Textures folder.

Therefore, the solution was simple: All I had to do was use BSA Extractor to extract the textures from within the Textures.bsa file and then manually drag them into the correct Data\Textures folder. That solved any and all issues I had.

I hope this helps anyone in the future!

I'm having a similar issue with standard leather armor flicking through different textures on female characters. I tried what you recommended, but it's still happening. It's the only issue I can see atm and i've tried for hoursss to figure it out. Any advice please?

All of the times I came across this issue, they were tied to mods, be it body mods or texture mods-- since you said "standard leather armor" I will be assuming you're playing as vanilla as possible (when it comes to graphics/visual mods), in which case I don't really have any experience, though it's 99.99% likely the issue is the same (textures failing to load).

I'd recommend using FNV BSA Decompressor to see if it's something tied to the game loading the Textures.bsa file. Some shaders and specially ENB are known to cause issues, too, though they most often happen with props and world textures.

If you've been playing FNV for long and have installed/uninstalled the game and mods for it multiple times, there could be leftovers from a previous playthrough causing conflicts. In your case, I would uninstall the game and delete its folder + its My Documents folder and reinstall everything from scratch.
