i use vats quite a bit so i think these would be a nice addition, they each have a 10% chance to come, so if i get both perks, thats like, 20% Also if i get 15 vists from any of them i'll get a perk that doubles the chance, so thats like, 40% i know they can't come at the same time, but is it worth it?

If you believe the odds are worth it, go ahead. I wouldn’t rely on them though.

Dont. The proc chance does not stack if you get both perks. You get 10% for one or the other and in the rare chance you get both to show up at once hello game crash city.

Mysterious stranger also has a really lovely habit of appearing in stupid places, and simply missing with his supposedly unmissable, instant-kill bullets.

Combat in general is easy, but they can make it easier.
Keep in mind that sometimes they spawn in a spot where they do not have a line of sight to the enemies, so their animation hangs for 30-60 seconds before just exiting VATS.
