The holorifle deals the most amount of damage per-cell out of any energy weapon in the game. However, it is not an ideal weapon for sniping due to it shooting a slow-moving projectile rather than a hitscan.

If you're already using mods, look at the laser sniper mod.

Both, since holorifle is more of a shotgun-like close to mid-range weapon. And the best one at there.

I'd say neither. If you get all the weapon mods for the laser rifle it is alot better than the gauss or holorifle, in my opinion. The laser rifle has a beam splitter (which doesnt seem to impact spread at all) and it also easier to repair since the guass rifle is rare and there is only 1 holorifle. It also doesnt use too much ammunition as much as the gauss rifle. If you have alot of microfusion cells to spare, the jury rigging perk, or plenty of weapon repair kits, then yes the gauss rifle or holorifle is probably better. But the laser rifle is the best of both worlds as long as you get the scope and beam splitter mods. It's severely underrated imo.

As others have said, the Holorifle is superior at short range (decent damage, better ROF, lower ammo consumption). So Gauss rifle for sniping.

The problem with the laser rifle is the lower damage per shot, combine that with the beam splitter which makes it shoot two weaker beams and you have a weapon easily negated by enemy armor. It is easier to maintain though, granted.
Also, if you don't have the wild wasteland trait, you can get the unique YCS 186 gauss rifle which deals more damage and uses less ammo.

YCS 186 the best energy weapon. Repair shouldn't be an issue, Weapon Repair kits are so easy to make - I have almost 40 sitting in my hotel room

I personally prefer Holorifle. Shooting dice and deal the acceptable dmg per shot. Snipe it with meltdown perk is also a good boom. Gauss rifle is a real killing shot but consume 5 cell, if your other energy weapons cannot kill anything in 5 shot, this is a good choice. Give it to Boone or Arcade for surprise kill cam.

A gauss rifle, or preferably YCS/186 is great for extreme range shots, especially first strikes (sneak attack criticals are the bread and butter of sniper builds,) but the Holorifle performs better and more efficiently in direct combat.

I would (and do) take both, because they share ammo. You can also add on a plasma caster or the Smitty Special for your heavy-fire solution, close encounters with deathclaws, faction kill-squads, the sort of situation where you need all the DPS you can have, and just have to carry MF cells.
