Honestly they're both pretty viable.
40mm Launchers are unwieldly in close-combat as they load individual shells instead of magazines. They are *not* what you'd want to bring to say, a cazadore fight. In fact, the Grenade Launcher is probably one of the worst weapons to use against them, only beating out a Grenade Rifle without a Long-Barrel attachment.
The lighter damage on 25mm is also a hidden blessing as it gets you more value out of the Hit The Deck perk.
Both Grenade Rifles and Launchers are probably best suited as secondary or teritiary weapons. (I prefer the Rifle for the Range and light weight on my lower strength characters.)
Still, I prefer to lay traps with mines and let enemies walk over. Worked like a charm since Fallout 3.
There's technically five. Grenade launcher, grenade machine gun, mercy, grenade AWP, and .50 caliber explosive shells. The other launchers aren't very suitable for ranged battles.
