I'll try the first one later. Quitting and restarting the game after every fast travel will be mildly irritating though...
Are you sure? Because I've tried it and it only works temporarily.
It does come back. I played several hundred hours with no problem, then it started this issue, and is almost unplayable. There are many old, long thread about this issue
And it is inconsistant as hell: 1 day constant problems, next day NO problems in 6 hours play, next day more problems, even worse that 1st day
You never need to quit and restart the game, getting into the Pipboy Quest menu, and moving the mouse cursor over a few lines will ALWAYS fix the problem, TEMPORARILY
And you can always get to the Pipboy: use cursor keys (UP/DOWN mostly) and ENTER to back out of whatever dialog/menu you are currently stuck in, then TAB for Pipboy
