Apparently, there is something really weird in how that software etches itself into the system/registry. If you do not have it currently installed, clean the registry somehow (CCleaner and Wise Registry Cleaner are good freeware options). If you have it installed, then I fear you may not be able to play New Vegas, Oblivion, and likely Fallout 3 due to a really exotic incompatibility issue.
Windows Media Player allows you to view installed codecs, but not change the order.
It's hidden under Help > About Windows Media Player > Technical Support Information.
Windows XP had a built-in tool in the control panel, but in Microsoft's infinite wisdom they removed it from later versions and never restored the functionality.
