[NCR][Side Quest] Investigate the late-night break-ins at control tower [Solved]

Anyone know how to do this? i recently just waiting in front of the radio from 12am to 2am on the tower but nothing happen.

The best way is to wait in another cell (preferably at the shack of Contreras or the barracks area) until 00:01, then go tot he tower. If you enter and hear a voice, you are good.
The intended way is staying completely out of sight (sneak mode, hidden) until a scripted event occurs and someone walks there, but it can hang or not fire at the intended time easily: if you have any mod that changes the timescale, it is almost guaranteed to never work. But the method I written is there as a safety measure.
