Do console commands disable achievements?

No many, any. The system is simple: if you type anything into the console, the achievements get invalidated as soon as you pressed a button. This is what the linked DLL disables.

If you install the JIP plug-in for NVSE, it should stop this behaviour so that you can use the console whenever you want without disabling achievements. You should install that plug-in if you mod your game because I'd say the majority of the larger mods coming out now are using JIP anyway, retextures notwithstanding.

Otherwise, once you've used the console, achivements are disabled until you quit the game and start it again. You can save after using the console and as long as you quit to desktop, you can load that file and achivements will be available to be earned until you use the console again.

I don't believe this to be true. Unless it is for the current session. I have lots of achievements and I have used the console commands maaannnnyyyyyy times.

Although, I did not get the achievement for collecting Sierra Madre chips and I used the console during that session. I will see if it changes next time I play and do not use the console commands.

If you exit the game then restart it, the game will forget you used the console and the achievement will be unlockable.
So if you need the console, for any reason, do it, then save & quit and relaunch the game.

Yes. You don't even need to do a new game, just save and close to desktop, achievements will be reenabled

If your save file already passed the threshold to get the achievement, you won't be able to get it without starting a new game. Achievements do get reenabled on a game restart, but if you're already past the threshold it doesn't do anything.

Eg. You level up to level 20, don't get the level 20 achievement because of console commands, so you save and quit. When you reload you continue playing and get level 30 and get that achievement, you still won't get the level 20 achievement because you passed that threshold.

Now if you quit and reopen and loaded a save from before getting level 20, and then get level 20 again, you'll unlock the achievement.

Unless playing completely unmodded, you should have JIP, which prevents this problem.
