With your INT at 10, the max, you've missed out on getting the INT implant. You can't go beyond 10.
For starters I would recomend either Agility, which will affect your guns skill, sneak, and AP in VATS, or Luck, which affects critical hit chance and many other things.
Ultimately, I would recomend you look at what each SPECIAL stat affects, and make your decisons based on that.
The OP mentioned that the Gun skill was already at 100, so there will be a limited gain for an Agility implant.

A point in an Attribute only gives two points to its relevant skills, so buying the implants for raising skills is already a limited gain.
If you're buying a SPECIAL implant, it should be to qualify for a perk. Granted, OP's extremely basic special roll makes even this a minor concern at most.
Better Criticals requires both Luck and Perception skill to be 6, so that would be a good consideration. One more point in Luck will also increase all other skills by one point as well.
