Report a translation problem
If you've talked to the guy in Goodsprings who's trying to escape them (the one who's starting the "war" between Goodsprings and them), then someone from the Powder Gangers shows up near a house across from the saloon, you can talk to him and say something like "I want to join the Powder Gangers" and it works out where you can do quests for them.
But I haven't yet found a way to side with both the Powder Gangers and Goodsprings. Might be something on the wiki about it (not on Steam, but if you Google "Fallout New Vegas wiki" you will find it)
You must choose between 2. Or just leave it be for now. The quest will remain incomplete.
Warning, PG is a small faction that not give any remarkable profit in the entire gameplay. And you may suffer from NCR's hostile and Legion's bad rep.
Imo, stay in not a bad term with them so you do their quests until you get a quest to go to the town call Primm. After that, you can stay with PG to war against ncr or join ncr's attack mission. After that, side with GS in the previous quest.
