I've found that this happens a lot less if, after opening a door to a new area or after fast traveling or after loading a save game, you wait a while / run around / talk to an NPC for around a minute real-world time before trying to fast travel again. And always wait to save (manual save) until a little while after fast traveling or opening a door to a new area.
This has eliminated the forever-load bug for me.

Disable all autosave in-game and rely on CASM (link in the thread I linked).
Do not run too many texture mods, as cell swapping may just be too much for the game's memory controller to handle, resulting in such lock-ups.
