He had the benefits of an advanced civilised society and nation at his disposal. Tourism revenues and some tamed raiders and tribals just isn't going to cut it. How is he going to do any of the things he says in a city state in the middle of the desert without the capital and human resources?
One thing I always think about, though, is how Yes Man says he is going away to become "more assertive". After the game ends, maybe Yes Man eventually comes back, and dethrones Courier 6, and rules New Vegas with an iron fist. Maybe Courier 6 shuts down Yes Man, as he is mostly no longer needed, and the Courier knows Yes Man's newfound "assertion" could be a threat to his independent state. I read somewhere that Yes Man's upgrade could have been Mr. House "coming back", and if this is the case, the Yes Man ending and Mr. House ending could potentially turn out very similar.
NCR will make Vegas yet another NCR state, with all the entails.
House wishes to isolate and fortify the area, while devoting casino profits and land to research and industry.
Caesar wants to capture Vegas as part of his Hoover dam campaign so he can have a crown jewel of his own, and is geared up and ready to crush the NCR defenders (as well as any bystanders) that are standing in his way.
Independent doesn't lead to bloodless, super peaceful conclusion, either. The old saying 'if you want an omelette, you gotta break some eggs' comes to mind.

But in all seriousness, the Khans supply a majority of drugs to all over the Mojave. Just help Jack and Diane, and make their recipes cleaner and teach them medicine, so that they aren't just another Dixon. Then cripple their trade by killing every fiend in Vault 3. No Motor Runner, no more drugs for the fiends. Only drugs for the area around the Crimson Caravan and the Strip. Where there's a want, there's a market. Let them be, Live and let live. Keep them away from Caesar's honeyed words, and have them ally with you and Yes Man. Chems are groovy, man, you just gotta like, go with the flow, dude. As for the BoS, save Veronica, the rest can suck a fat one for all I care.
Independent is just anarchy, and being a small state among nothing but enemies. Not to mention that the Courier doesn't really show signs on knowing how to lead an entire nation. Realistically, if any of the casino families survived, they'd take the real control soon; and if not, then the city will just devour itself until only a few stragglers remain among the thousands of cop robots.
House is the best option. For reasons others already stated in the thread.
Corrupt, yes, just like our own modern US government, but ultimately it is the most sustainable for growth. The problem is going to be what happens when the West meets the East. Whole "genocide against the Brotherhood" thing. Would NCR, even at full strength, be able to stop [FO4 Spoilers ahead] Maxin and the giant killer robot at his command, along with an army and a massive airship with plenty of Vertibirds?
