Boone is the NIGHT time sniper. XD
Also make sure you have the bill of sale from her safe. ;)
But this is a known glitch for this quest, the dialogue option being there only once. Someone could probably dig in the GECK and just check what that dialogue option triggers so you can imitate it in the console, but honestly, a simple "reload before you sent her out the first time" should be the easier and faster solution.
I usually go into her office after she leaves, get into her safe in the floor behind the counter/service desk then get the receipt document then go to her house and wake her and ask her to meet me out in front of the dinosaur; when she arrives I put the beret on and Boone lays her azz out. I go talk to Boone and he asks about evidence -explain to him that you found a receipt and there you go.
!) aquire evidence. In this case, the bill of sale key item in her floor safe (easy level lock) of the motel reception. Worth noting, she has half the money in the safe, and the other half in her house.
2) Wait until maybe 7-9 pm, and she'll leave the reception. Note that as she's an EVIL character, there's no karma loss for opening the safe and stealing its contents.
3) if you absolutely can't break open the 25 level lock, she has a key to the safe on her person. Wait until she's asleep, and steal it from her.
4) read the bill, which spells out in black and white that she did it, and why she did it, then go wake her up during Boone's night shift. Lead her a bit outside of town, so Boone can still see you both from the dino, put on the beret, and blam.
5) explain how you knew to Boone. If you did all the above, you'll have the option of presenting him with the bill of sale. This gives a fat increase in good karma, and opens up Boone as a companion. You can bypass the lengthy speech by using a PER check and saying that 'snipers work best in pairs,' or some such, which instantly wins him over.
Option b:
1) talk to Boone the way you'd normally do it.
2) note that he suggests talking to pretty much all inhabitans, which won't net much more than the knowledge that few people liked his waifu.
3) instead, talk to No-Bark. He'll tell you the usual crazy stuff, but with a high enough speech (30~), you can get something vaguely sensible out of him. Note that this isn't listed as a typical test or stat requirement, and is just something you can ask if you qualify. Either way, once No-Bark is done talking, go have a chat with Boone, despite the fact that he says it's best you not talk to him until the deed's done.
4) armed with this knowledge, wake up Jeannie, walk her out in front of the dino, and blam.
5) Boone will naturally ask how you knew, but the combination of high speech and No-Bark's ravings allow you to explain everything, even without hard evidence, and he considers the matter settled. Boone can now be recruited. Note that failing any speech checks against Boone turns him hostile instantly. Like for the proper solution, using PER will win him over instantly.
You also can't do this quest if your legion rep is higher than your NCR rep, if your NCR rep is negative, Wearing legion armor, for reasons we don't know, mask any bad NCR rep, as well as legion rep, and will allow you to talk to Boone, but just like Arcade, once he's your follower, he'll comment on your choice of dress code.
If you did the quest 'properly,' that is you got the evidence, then all items in the reception building suddenly become unowned, and are yours for the taking.
Actually killing Jeannie yourself during the quest gives much more experience points and karma, but prompts a QUEST FAILED, and locks out Boone as a companion.
Once completely, you should be at least 'accepted' in Novac, which means Brisco will hand you a free, infinite use key to a motel room, and opens up several new lines of dialogue. No matter what you throw at him, it has zero effect on your standing with Novac, don't turn him hostile, or void the rebate you got from going to his store after Jeannie recommends you do so. It's just a funny bonus, and you can say some macabre things if you want.
It legit doesn't. Just makes him forget things for a few seconds, then it hits him harder.
