It is difficult to troubleshoot. Try to change to Win7 compatibility, use the stuff you can find in the pinned thread about stability… close all programs that would add an overlay or are associated with gaming (like Overwolf)…
But it is usually related to some dependency, likely DirectX. Sometimes reinstalling DirectX over and over again fixes this issue.

Is this with or without mods?

There was a weird bug once with Fallout where reinstalling didn't help. Verify the file game cache in Steam having installed it and it should find and fix broken files

Ok. Uninstall the game. Find the game in your Steam folder on your hard drive and also delete that. Find your savegame folder in USERS and copy that somewhere safe and delete it from the original location. Then, reinstall the game, verify the cache before you boot up, turn OFF cloud saves and try again.
