That's a problem right there unless it's the Steam launcher app window????
Did you verify your game files, cause it sounds as though something is hung or in a loop there.

The fact that the window is staying open says that something was found like the game executable; if the launcher waits for a callback from the executable or simply monitors you system's process pool it might continue to stay open until the game is recognized to be running.

Fire up Task Manager then start the game and watch for the Fallout game executable to fire up as a process; if it doesn't appear then the game is obviously having some critical issues, but if it does it could be loading corrupted files. watch to make sure that if the game executable does start that it does not collapse (disappear) and let it go for as long as you can stand it. While it's running watch its CPU and Memory usage ensuring that both are more than 0%.

You'll see the Steam game launcher service fire up when starting FONV, then it will get replaced by the FONV launcher. If things get too crazy try doing a web search for "FONV Launcher not starting" and/or "FONV Launcher bugs" - stuff like that.

Once you've done this post your results and anything else odd with the whole game start up.

Take care.

Download the community patches off nexus and your game will run fine.
Mine wouldnt run either because of some Win 10 problem, downloaded the patches and a bunch of mods and the game is running great now

what patches??
Grimsword Mar 17, 2017 @ 5:29am

That is a Steam client issue. First, close the client. There is an InstallScript.vdf somewhere in the game's directory. Delete it, then restart Steam.

C:\Program Files (x86)\Steam\steamapps\common\Fallout New Vegas

You should be using FOMM (fallout mod manager).
It does everything for you. Also read the mod descriptions because, if you dont mod your game correctly you will break it.
I would advise you make a backup of you Fallout NV folder before starting
