Do temporary SPECIAL buffs work even with a max special?
As in, since I have max luck, will a +1 luck item give me +1% critical chance?

pretty sure the answer is NO.

i got a bunch of perks and power armor that increased my strength to 10.
eating buffout of wine did not increase weight capacity.

so dont bother raising a SPECIAL stat over 10

If this was an engine made by sane people instead of a bunch of drunken lemurs, it probably would. But SPECIAL boosts are not simple mathematical operations, it is a table that associates the bonuses for every amount between 1 and 10. And they also seem to have hard-coded it into the scripting engine. Your actual values can go up to millions, but the game can only comprehend them up to 10.
(On the other hand, at least in this regard, it does follow the old GURPS based SPECIAL rules. If nothing else from that system.)

I think it's good it's capped at 10, it would ridiculous to have strength 1 million... :\


Also at the OP, you never want to max your SPECIAL at the start or ever really.
Plenty of ways to boost them with items or consumables.
E.g. a level 1 intelligence can get level 10 intelligence with mad scientist scrubs (+1), Dr Mobius' glasses (+2), Mentats (+2) and Coffee with a decent survival skill (+4). XD

And several special stats are fine being left at low levels. Examples:

Perception, only useful for longer range compass, but ED-e makes up for that and then some.
Charisma doesn't offer much benefit overall, so it's kind of a dump stat (drop it low at the start to raise the rest up more).
Intelligence is useful having it higher for leveling, but not needed, and a low intelligence character can get some hilarious dialogue options.
Strength is often fine at 5-6, with perks such as strong back (if you actually need the extra carry weight), and weapon handling (drops weapons trength requirements by 2, but requires strength of 6 or less).
Agility is useful, but not highly needed. Offers more AP for vats, and faster run speed

Endurance and luck are the most useful all around. But it all depends on your build.

Higher special points = higher starting skill levels.

I do use a mod that increases the amount of companions I can have based on Charisma. XD

Oh good! Then I specced my character correctly! I minned preception, Agility, and charisma, and maxed luck Endurance and Intellegence, and put the rest into strength. Already have 1 skill at 100, 1 there with a magazene, and 2 at 50!

Agility doesn't increase run speed. Common misconception. It does however increase your reload and draw speed.

Endurance as useful? For what? The hit points difference between EN 1 and EN 10 are negligible, especially when you start levelling. (Plus player HP outclasses everyone so much, it takes effort to actually die in the vanilla game.) All it does is letting you install implants that raise SPECIAL stats, which don't really do anything. EN is probably the absolute most useless stat next to PE. CH at least can turn companions into pretty effective combat machines.

You really shoulden't max out any skill if you have decent endurance as you can get an implant to max it out later

So, with luck 10, does that mean clothing (elite riot gear, 1st recon beret) or perks (light touch, finesse) that adds critical chance not have any affect? In other words I guess, is critical chance capped by luck?

No, critical chance modifier arent the same as luck, and finesse is just equivalent to 5 points of luck, and isn't capped by it

As far as I understand it, critical chance is independent of Luck just like Medicine is independent of Intelligence.

Ah, ok cool. I had thought luck was responsible for critical chance, good to know otherwise though. This last playthrough was the first time I did 10 luck and wasn't sure what that did, if anything, to critical chance. Cheers!

10 luck, finess, built to destroy, 1st recon beret and elite riot gear ( and riot gear helmet if you don't care about exploits ) is my favourite build build
