EDIT: Though, come to think of it, I usually choose the dialogue option with Vulpes that gives a small amount of Legion fame, so even that little bit of positive rep might make enough of a difference that Booted cancels it out and you end up neutral.
It will make a difference. Boone has no restraint when it comes to the Legion, he hates them with a passion. If he gets close enough, he will open fire. Plus doing the Booted quest with him adds some points towards unlocking his personal quest, so it's a good idea to have him tag along for that quest anyway.
I've never had much luck with that. I always snipe the guards from a grassy knoll some distance away from the camp, but I always seem to take a reputation hit anyway.
Both the Legion and NCR have a one time forgiveness related to the story. So you can go on a bunch of killing sprees and still work for the faction. Pertty much once you meet Mr. House the game goes into act two and you have a second chance with the two factions.
I tested this out; I shot the two guards standing by the gangers with a silenced sniper rifle, none of the sleeping legionaries woke up, I set the gangers free, ran off, then ran back none of the legionaries became hostile, also I didn't get any message about gaining legion infamy.
