This whole shadowbanned and reporting system is literally the worst system i've ever seen. All it takes for one game where people think you're cheating and then they spam report you and then you get shadowbanned like immediately. It's gotten so bad to the point where you had one really good game of you absolutely frying and get mass reported.

If you find it troublesome to download each pack 1 by 1. Just press "download" and a little box should pop up. Close that box fast before your game start and repeat for the other part of dlcs
