My guess is that they've used a smallish fixed-size buffer to read the header into. Normally this would work fine unless there's an embedded image in the file. Since those can be large, the full header won't fit into the buffer and parsing the file fails.
The main culprit seems to be the cover art (the APIC tag). If I remove that, the song plays fine. Make sure it's really removed, though, and not merely zeroed out. If the file hasn't changed size by 100kb or so, it wasn't removed.
I could point you to a tool that can do this, but I'm not sure that's allowed >_>
