For textures, Ojo Bueno or Poco Bueno, or the good and old NMC texture pack. But don't try them under 8GB system memory and at least AMD FX 8xxx or Core i5 45xx.
But there are many more textures on the Nexus and you can sort the Textures folder there by endorsements or download numbers to see what is considered popular/good.

what do you think? I can try those out you mentioned TALGABY. I'm fairly new to PC gaming.
One is simply installing NVEC (New Vegas Enhanced Content), that is an amalgam of like 300 mods – bug fixes and new content alike. Play it some, try some of the new quests, and use its Nexus page to look up which were the mods you liked from it. Because NVEC by itself is terrible, but it has so many type of mods it's easier to try it as a whole and decide what you want based on it.
The second is small steps. Get Project Nevada. Rummage through the animation and texture section of Nexus. Then when you have got at least these working, look for the Mod Configuration Menu at Nexus, which has links to a bunch of other smaller mods. try what you like. Eventually, with careful addition of one mod at a time, you'll find out what you want from the game.
The last is a mix of the two. Browse the Nexus. Look at the Top Files section. Download a few dozen mods, and install them one by one. Try the game after each install (so you don't get instant crashes due to too many mod installs at once). Play the game some, decide what you liked and what you didn't. Wipe the game, reinstall it, and apply some new mods.
Essentially, it is hard to recommend mods, since you can go many ways. Do combat-oriented. Stealth-oriented. Add new quests. Add a ton more guns for fun. Make a scavenger hunt. Try low-kills. Try even more diplomacy. Or just make it pretty to look at. But once you realise what you want, it is quite easy to search for necessary things on Nexus.
Another favorite, is the radio station X-1. It fits the mood of the game well.

There's also one that adds a lot of lore-friendly posters and advertisements to the wasteland. I don't remember what it's called, but you'll find it if you search "posters." I like it a lot. Lots of old movie posters and stuff.
Anyway, hope this helps. I played New Vegas when it first came out on console. Just recently decided to make a modded version and run through it on pc. It's pretty great.
Well, since I'm new to PC gaming, I fairly got the hang of modding Skyrim very well, and incorporating certain mods here and there to have a stable game.
On the other hand, trying to mod FallOutNewVegas, seems like it's all new to me again. Considering the fact people are recommending me FOMM. Still learning from that of course.
