Report a translation problem
You cannot really have both on your account, since Steam will ALWAYS try to start the RU version.
The simple solution is to select whichever edition is not the Ultimate one, click on the Support button on the right side menu in the client, then select to permanently remove the game from your account, and confirm. The remaining version will work fine, saves and configuration also carry over (the play time and achievements do not though).
The problem was that my account was fixed to RU version because I played it first, so the normal or EU version from retail wasn't launching because of this, after they deleted falloutNV ever been played on my account, it started to take the retail version as the new game and started working, as it should.
