disabling grinding on dedicated server

Could someone help my how I could turn off for each player the mode 'grind neutral and enemy blocks'. So people only could use it only on their own base and ships.

Create a modsettings file in Creative Mode:

Search the File and look for:
<AllowedWorkModes>
